I'm not sure what you mean by "the tank will have inadequate turnover due to pressure in the line not being low enough." It all depends on how you operate the pumps. When the tank level gets high, turn off some of the pumps so that the level drops. It's all about the controls. The way to check this is to use water age as the indicator of adequate turnover. The exact location of the tie-in between the new plant and the distribution system shouldn't matter much. The hydraulci grade should be about the same at the highway or the tank unless there is a bottleneck somewhere.
